China will reinstate tariffs on coal imports from January 1, 2024, according to an announcement issued by the Customs Tariff Commission of the State Council on December 28.
Coal imports from Australia and ASEAN countries will continue to enjoy zero tariff, while imports from other countries like Mongolia, Russia, U.S., Canada and South Africa will be subject to 6% duty for thermal coal and 3% for anthracite, coking coal and lignite.
China scraped import tariffs for all types of coal from May 1, 2022 until March 31, 2023 to ensure energy supply and combat surging prices and potential supply disruption. The zero-tariff policy was extended later to the end of 2023.
Thermal coal imports are expected to be less affected, as most of the tonnages come from Indonesia. However, imports of coking coal are likely to be impacted from major supplies of Mongolia and Russia.
