1. Coal mine collapse kills 53 in Inner Mongolia
A total of 53 workers were confirmed dead after an opencast coal mine collapse occurred in Inner Mongolia on February 22.
2. Zero coal import tariff extension
In late March, China decided to extend zero coal import tariffs from April 1 until the end of 2023.On April 28, 2022, the government cut the coal import rates to zero from May 1, 2022 until March 31, 2023 in a bid to boost coal imports and alleviate end users' cost burdens amid soaring domestic and global prices.
3. Shanxi conducts special safety checks on coal mine equipment & facilities
Starting from June 15, Shanxi province launched a month-long special safety inspection on coal mine equipment and facilities, focusing on those responsible for worker transportation underground, following an accident that caused three deaths due to malfunctions of a shuttling wagon.
4. Coal Law revision
On August 11, China's NDRC issued a draft to revise the coal law in aspects of the consolidation of achievements in supply-side structural reforms, the enhancement of coal market systems and institutional construction, and the overall coordination of coal production, supply, storage, and sales systems.
The proposed amendments include new clauses related to the development of the coal market and pricing mechanism, emphasizing the establishment of a comprehensive and competitive coal market system where prices are determined by market forces.
5. China continues 50% resource tax cut for coal mined by backfill mining
On August 21, the Ministry of Finance and the State Administration of Taxation jointly issued a notice stating that in order to encourage intensive mining and utilization of coal, 50% of resource tax reduction will be applied to coal mined by cut and filling from September 1, 2023 to December 31, 2027.
6. Coal mine accident causes 16 deaths in Guizhou
A coal mine accident claimed 16 lives on September 24 in southwestern China's Guizhou province, underscoring the safety mining situation again in the country.
This accident follows another fatal accident linked to conveyor belt ignition, which happened on September 27, 2020 in Chongqing, claiming 16 lives and injuring 42. The National Mine Safety Administration has been prompted to focus its attention on this issue.
7. All Henan Energy stock bonds fully honored
On November 10th, Henan Energy announced that its 10 bonds totaling 4.855 billion yuan ($647.33 million) due within the next two years will be honored in advance, and all will be transferred to clearing house on the same day.
With strong supports of financial institutions, the financing capacity of Henan Energy has gradually recovered in the past three years, and the financing cost has been continuously reduced.
8. China aims to establish coal production capacity reserve system by 2027
China plans to preliminarily set up a coal production capacity reserve system by 2027, aiming to stabilize prices and enhance supply of the material, according to a draft plan issued by the NDRC on December 6.
Coal mines with annual capacity at least 3 million tonnes, either new or under construction, can apply to be included, said the NDRC, adding large modern opencast mines and underground mines with high safety standards would be prioritized.
9. Coal mine accident in Heilongjiang kills 12
An accident occurred at a coal mine in Northeastern China's Heilongjiang province on December 20, killing 12 people and injuring 13 others, state media CCTV reported on December 21. The accident took place at around 3:50 p.m. at Kunyuan mine located in Hengshan district of Jixi city.
10. China to iterate coal import tariffs in 2024
China will reinstate tariffs on coal imports from January 1, 2024. Coal imports from Australia and ASEAN countries will continue to enjoy zero tariff, while imports from other countries like Mongolia, Russia, U.S., Canada and South Africa will be levied a 5-6% tariff for thermal coal (5% for other bituminous coal and 6% for other coal under HS code) and 3% for anthracite, coking coal and lignite, according to an announcement issued by the Customs Tariff Commission of the State Council on December 28.
