The National Reform and Development Commission (NDRC), China's top economic planner, encouraged coal miners to raise production on the promise of safety to ensure sufficient fuel supply for power and heat generation during the winter peak demand season, according to a conference release on November 16.
The overall energy supply remains stable in China, with coal production and supply proceeding smoothly and in an orderly manner, while transportation is also effectively ensured. As a result, coal stocks held by major power plants exceeded 200 million tonnes, enough for 33 days' worth of usage, the highest level in history, according to Li Chao, spokesperson of the NDRC.
However, potential risks including extreme weather may still pose challenges to energy security during peak demand season, making it crucial to address these issues promptly, He added.
The NDRC will continue to strengthen coal production monitoring, encouraging miners to reasonably arrange production and increase production on the promise of ensuring safety.
The ministry will also urged localities and power enterprises to ensure coal availability and rigorously control unplanned shutdowns and output constraints of power units so as to ensure safe and ample power supply to key areas in peak time.
Apart from this, NDRC also asked for efficient support of railway transportation and cross-province power transmission.
Additionally, the commission is determined to promptly investigate and crack down on any illegal speculative and price-hiking activities related to coal.
